از هییت مدیره خبری نیست

34 روز از مجمع عمومی میگذرد، نه اطلاعیه و نه صورتجلسه ای توسط هییت مدیره انتشار نیافته است که از تغییرات در سمت های اجرایی بگوید. میتوان این برداشت را داشت که اعضای هییت مدیره در سمت های خود باقی خواهند ماند. که این میتواند نشان دهنده آن باشد که نباید منتظر تغییراتی در بهبود کاستی های سال قبل داشته باشیم:
- ریزش اعضاء از 3500 به 457 نفر،
- پایین بودن میزان مشارکت داوطلبین در فعالیت های کنگره
- عدم فعالیت های موثر و چشمگیر
- عدم شفافیت، جوابگویی و اطلاع رسانی کافی،
- عدم فراگیری، حضور و مشارکت در گفتگو ها در صفحه فوروم کنگره که ناشی از ضعف های مدیریتی، عدم آزادی بیان و تبعیض های آشکار میباشند
- عدم حضور اعضاء در مجمع عمومی و مشارکت در انتخابات سالیانه

ظرف یکماه گذشته فعالیت های هییت مدیره را میتوان اینطورخلاصه نمود:
- طبق معمول در انتشار صورتجلسات دو ماه تاخیر وجود دارد.
- لینک مقاله ای در تورنتو استار در رابطه با اینکه کانادا در ایران دفتر ویزا ندارد در سایت و صفحه فیسبوک کنگره اضافه شده است.
- به مناسبت نوروز محسن خانیکی، خزانه دارد کنگره، فعالیتی جهت جمع آوری کمک های مالی برای اهداء به بانک غذا در ریچموندهیل آغاز کرده است.

همکاری داوطلبانه
مانند سال گذشته آمادگی خود را برای همکاری داوطلبانه در کنگره اعلام میدارم. امیدوارم که امسال با حضور من در کمیته بازنگری اساسنامه موافقت شود. سال گذشته نیز قصد داشتم که دیگر داوطلبان را قانع کنم که دو طرح از اولویت بالایی برخوردار هستند:
- تهیه آیین نامه نحوه بازنگری اساسنامه
- تغییر ساختار کنگره به گونه ای که مرجعی برای رسیدگی به شکایات و اعتراضات اعضاء بوجود آید که لازم نباشد مانند گذشته برای دسترسی به لیست اعضاء که جزو قوانین شرکت ها در انتاریو میباشد، 200 هزار دلار هزینه کرد.

در ضمن این آمادگی را در خود میبینم که در بخش اطلاع رسانی فعالیت کرده و به جای خبرنامه که هر چند ماه منتشر میشد، هر هفته فعالیت های کنگره را اطلاع رسانی نمایم. بخصوص که موافقت نشریه و تلویزیون شهرما را نیز به دست آورده ام که در این راستا با ما همکاری کند.

در ضمن آمادگی خود را در مشارکت در مدیریت صفحه فوروم اعلام میکنم. طرح هایی دارم که بتوان بسادگی آزادی بیان و مشارکت افراد را به این محیط گفتگو بازگرداند.

بازنگری اساسنامه

بالاخره مشخص نگردید چند نفر و چه کسانی در بازبینی اساسنامه در سال گذشته مشارکت داشته اند. از بیست الی سی نفر سخن به میان آمد ولی حاضر نبودند که بگویند که این افراد چه کسانی بوده اند. به نظر من این ارقام کاذبی برای بالابردن تعداد افراد در بازبینی اساسنامه و مشروعیت دادن به آن میباشد.

در مجموع از ده نفر، تایاز فخری، کیهان رضوی، امیر حسن قاسمی نژاد، مازیار شیبانی فر، رضا نامداری، بهرام سرویان، شجاع الدین ضیاییان، علی چنگیزی، پرژاد طرفه نژاد، و مهران فرازمند، حداقل یکبار در رابطه با بازبینی اساسنامه نام برده شده است. ولی بنا به گفته تایاز فخری فقط پنج نفر، ، تایاز فخری، کیهان رضوی، امیر حسن قاسمی نژاد، مازیار شیبانی فر، و رضا نامداری فعال بوده اند. بهرام سرویان، شجاع الدین ضیاییان، علی چنگیزی، و پرژاد طرفه نژاد، نیز در بسیاری از جلسات حضور داشتند.

بد و خوب، درست و غلط آنچه و آنطور که گذشت به کنار، لازم است که از این افراد قدردانی کرد و نام این عزیزان را در بازبینی 2021 اساسنامه در تاریخچه کنگره ثبت نمود. همزمان که مسئولیت های نتایج، عدم شفافیت، و رفتار تبعیض گونه در نحوه بازبینی اساسنامه که بصورت خصوصی و پشت درب های بسته صورت گرفت را به آنها محول نمود.

این را هم گفته باشم که طبق گفته کیهان رضوی، عضو مستعفی کنگره و سرپرست کمیته بازنگری اساسنامه، ممانعت از مشارکت من بعد از مشورت با افرادی صورت گرفت که تا امروز مشخص نیست چه کسانی بوده اند. اگر اعضای هییت مدیره میباشند، چرا اثری از این گفتگو ها در صورتجلسات نیست.

No news from the board

Thirty-four days after the General Assembly, no announcement or minutes have been issued by the Board of Directors to indicate changes in executive positions. One can assume that the board members will remain in their positions. This may be proof that we should not expect changes in the improvement of the previous year's shortcomings. Especially regarding the following major issues:

- The number of members dropped from 3,500 to 457

- Lack of effective and impressive activities
- Lack of transparency, accountability, and sufficient information
- Members do not welcome the presence and participation in the discussions on the Forum Page, which are due to managerial weaknesses, lack of freedom of expression, and overt discrimination.

The activities of the board during the last month can be summarized as follows:

- As usual, there is a two-month delay in publishing BOD minutes.
- A link to an article in the Toronto Star about the lack of a Canadian visa office in Iran has been added to the ICC website and Facebook page.
- On the occasion of Nowruz, Mohsen Khanigi, the ICC treasurer, has initiated fundraising to help the Food Bank in Richmond Hill.

Voluntary cooperation

Like last year, I am declaring that I am ready to volunteer in the ICC activities. I hope that my presence in the Bylaw Committee will be approved this year. I would try to convince the committee that the two following matters are a high priority:

- Preparing the protocol on how to review the bylaw
- Restructuring the ICC to provide a body for handling members' complaints and grievances, that like last year, no longer to enforce the law we need to spend $ 200,000 in legal procedure to have access to the list of members.

At the same time, I would like to participate in informing about the activities of the ICC every week, instead of the newsletter that was published every few months. In particular, I have obtained the agreement of Shahrma magazine and television to cooperate with us in this regard.
I also announce my readiness to participate in the management of the Forum page. I have plans that can easily restore freedom of expression and encourage members to participate in dialogues.

Bylaw Revision

Finally, it was not clear how many people and who participated in the review of the statute last year. Twenty to thirty people were mentioned, but they refused to say who they were. In my opinion, these false figures are to increase the number of people in reviewing the constitution and legitimizing it.

A total of ten people,Tayaz Fakhri, Kayhan Razavi, Amir Hassan Ghasemi Nejad, Maziar Sheibanifar, Reza Namdari, Bahram Sarvian, Shodjaeddin Ziaeian, Ali Changizi, Parjad Tarfehnejad, and Mehran Farazmand, have been mentioned at least once in connection with the revision of the bylaw. Bahram Sarvian, Shodjaeddin Ziaeian, Ali Changizi, and Parjad Tarfehnejad also attended many meetings. 

No matter how good or bad, right or wrong the revision is done, it is necessary to appreciate these people and record the names of these dear ones in the 2021 bylaw revision in the history of the ICC. At the same time, it is important that they take responsibility for the consequences of the change, lack of transparency, and discriminatory behaviour in the way this task is done the entire year in private and behind closed doors..

I have also said that according to Kayhan Razavi, a resigned member of the ICC and the head of the Bylaw Committee, my participation was prevented after consulting with people who are still unknown. If they are members of the board, why is there no trace of these conversations in the minutes?
